DECISION

Referring to the apprroval of project’s list of calling for investment in agriculture and rural of Ca Mau province in the period of 2015-2020 favored of incentive policy for business to invest in agriculture and rural in the locality of Ca Mau province under the Decree No. 210/2013/ND-CP on 19/12/2013 of Government.

PEOPLE’S COMMITTEE OF CA MAU PROVINCE

 

Pursuant to Organization of People’s Council and People’s Committee Law 2003;
Pursuant to Decree No. 210/2013/ND-CP dated on December 19, 2013 of Government referring to incentive policy for business to invest in agriculture and rural;

Pursuant to Circular No. 05/2014/TT-BKHĐT dated on September 30, 2014 of Ministry of Planning and Investment guiding to implement Decree No. 210/2013/ND-CP on December 19, 2013 of Government referring to incentive policy for business to invest in agriculture and rural;

Pursuant to Decree No. 43/2014/TT-BNNPTNT dated on November 18, 2014 of Ministry of Agriculture and Rural development issuing list of agriculture, forestry and fishery products, auxilary products, mechanical products in order to maintain, process agriculture, forestry and fishery products supported under Decree No. 210/2013/ND-CP on December 19, 2013 of Government;

Pursuant to Decree No. 18/2014/NQ-HDND dated on December 10, 2014 of the eighth Ca Mau People’s Council, the eleventh session (from December 8 to December 10, 2014) referring to incentive policy for business to invest in agriculture and rural in the locality of Ca Mau province in the period of 2015-2020;

At the request of Director of Planning and Investment Department under the Decree No. 344/SKHDT-KT on March 10, 2015,

DECIDED

Article 1. Apprroving the project list of calling for investment in agriculture and rural of Ca Mau province in the period of 2015-2020 favored of incentive policy for business to invest in agriculture and rural in Ca Mau province under the Decree No. 210/2013/ND-CP on December 19, 2013 of Government, attached detail list in this Decision.

Article 2. Assigning Department of Planning and Investment to chair and coordinate with Department of Agriculture and Rural Development, Department of Finance and the relevant ones in Decision implementation.

Article 3. Chief Office of province People’s Committee, Director of Departments: Planning and Investment, Finance, Agriculture and Rural Development, Natural Resources and Environment, Construction, Science and Technology and the relavant units and organizations being responsible for implementation of this Decision.

This Decision is valid since the signing date./.

LIST

Project of calling for investment in agriculture and rural of Ca Mau province in the period of 2015-2020 favored of incentive policy for bussiness to invest in agriculture and rural in the locality of Ca Mau province under the Decree No. 210/213/ND-CP on December 19, 2013 of Government;

A. Field on converging cattle and poultry slaughter industry
I. Name of projects

1. Project of investment for cattle and poultry slaughter units in the communes of Ca Mau city (01 project).

2. Project of investment for cattle and poultry slaughter units in the locality of Tran Van Thoi district (01 project).

3. Project of investment for cattle and poultry slaughter units in the locality of Nam Can district (01 project).

II. Conditions of projects to be supported

1. Slaughter capacity per day of each project must reach at least 400 cattles’s heads and 4.000 poultry’s heads or 200 cattle’s heads and 2.000 poultry’s heads.

2. Located in plan of converging cattle and poultry slaughter industry approved by authorized State agency or approved for investment by the Provicial People’s Committee if there is no plan approved.

3. Ensuring veterinary hygiene, safety and disease prevention, food safety, environmental protection under the provisions of the law on animals health, food safety, environment protection.

4. Investor must use minimum 30% of local manpower.

III. Supporting policy (If granted juridiction to investigate decisions of investment projects support).

1. Support at least 2 billion/project to build the infrastructure of electricity, water, factories, waste disposal and equipment purchasing. For projects with a capacity of slaughtering larger than that specified in Section II.1 above, the support level is increased accordingly.

2. In case a project has no roads, electrical system, water supply and drainage to the fence of project, in addition to the supported level under the provisions specified in Section III.1, the project is also supported additional 70% cost and not more than 5 billion for investment in these items.

B. Field of cattle breeding with a concentrated breeding scale.

I. Name of projects

1. Investment project in concentrated cattle breeding facilities in Tran Van Thoi district (10 projects).

2. Investment project in concentrated cattle breeding facilities in the communes of Ca Mau city (02 projects).

3. Investment project in concentrated cattle breeding facilities in U Minh district (5 projects).

4. Investment project in concentrated cattle breeding facilities in Thoi Binh district (02 projects).

II. Conditions for receiving support of the projects

1. There is a scale of full time concentrated cattle breeding from 1,000 or more for porkers.

2. The project is belong to the approved planning of the state authorized offices or approved for investment by the Provincial People’s Committee if there is no an approved planning.

3. Ensuring veterinary hygience, disease control and preventioin safety, food safety, environmental protection under the provisions of the law on veterinary, food safety, environmental protection.

4. The investor shall use at least 30% local labors.

III. Supporting policies (if considered by authorized offices whether the project is invested)

1. Support of 3 billion/project to build the infrastruture for waste treatment, transport, electricity, water, plant and equipment purchase.

2. Where the project has no road, electrical system, water supply and sewerage and its fence, in additional the support level as defined in Section III.1, the project will also supported further 70% of its cost and less than 5 billion dong for building and investing the above items.

C. Field of cages aquaculture on the sea

I. Name of projects

1. Cage fish breeding project in Ngoc Hien district (02 projects).

2. Cage fish breeding project in Tran Van Thoi district (02 projects).

3. Cage fish breeding project in Nam Can district (01 projects).

II. Conditions of projects to be supported

1. Being a part of plan approved by the authorized State agency or approved for investment by the Provincial People’s Committee if there is no approved planning.

2. The project has a minimum size of 5ha or 10 cages with more than 100m3/cage.

3. Ensuring that the requirements of environmental protection under the provisions of environmental protection legislation.

4. Investors must use at least 30% of local labor.

III. Supporting policy (If granted jurisdiction to investigate decisions of investment projects support)

1. Supporting 100 million dong for 100m3 cages in the area of aquaculture in the distant shore over 6 nautical or coastal islands.

2. Supporting 40 million dong for 100m3 cage for aquaculture in coastal waters.

D. DRYING SEAFOOD BYPRODUCT

I. Name of projects

1. Luong The Tran Seafood byproduct dryer, Cai Nuoc district (01 project).

2. Rice dryer at Khanh An ward, U Minh district (01 project).

II. Conditions of projects to be supported

1. Rice drying capacity must be at least 150 tonnes/day; seafood byproduct drying must be at least 50 tonnes/day.

2. The project was in the plan approved by the authorized state agency or approved for investment by the Provincial People’s Committee if there is no plan approved.

3. Ensure that the requirement of environmental protection under the provisions of environmental protection legisstration.

4. Investors must use at least 30% of labor and 60% of raw rice, seafood byproducts at the local.

III. Supporting policies (if considered by authorized offices whether the project is invested)

Support of 2 billion/ project fr paddy drying, seafood sub-products drying to build the infrastructure of roads, electricity, water, plant and equipment purchase.

E. Processing field of agricultural, forestry products and fishery

I. Name of projects

1. Processing of fisheries (apart of shrimp) in Song Doc town, Tran Van Thoi district (01 project).

2. Processing of fisheries (apart of shrimp) in Rach Goc town, Ngoc Hien district (01 project).

3. Processing of freshwater fisheries in Khanh Hung commune, Tran Van Thoi district (01 project).

4. Processing of  plantation timber in U Minh (01 project).

5. Processing of  plantation timber (processing of mangrove charcoal) in Ngoc Hien district (01 project).

6. Processing of  banana in U Minh (01 project).

7. Ca Mau sugar factory.

II. Conditions for receiving support of the projects

1. Product value after processing increase by at least 2 times higher than its original raw material value.

2. Ensuring food safety standards as prescribed by law for food safety and minimum capacity scale as prescribed by the authorized offices.

3. The project is belong to the approved planning of the state authorized offices or approved for investment by the Provincial People’s Committee if there is no an approved planning.

4. Ensuring the requirements of the environmental protection under the provisions of the law on environmental protection.

5. The project is apart from those defined in Article 14 and Article 15 of Decree No.210/2013/ND-CP dated December 19, 2013 of the Government.

6. The investors’ projects for processing, preservation of agricultural, forestry products and fisheries must use at least 30% of employees and 60% of raw materials of agricultural, forestry products and fisheries locally.

III. Supporting policies (if considered by authorized offices whether the project is invested)

1. Support is less than 60% of its cost and total support is less than 5 billion dong/project to build infrastructure for waste treatment, transport, electricity, water, plant and equipment purchase for project.

2. Support shall not exceed 70% of waste treatment costs for processing plants of agricultural, forestry products and fishery with a big scale, investing, using many labors, have a major impact on economic, social locally.

3. Support for shipping cost is 1,500 dong/ton/km; support distance is counted from the location of plant or storage, processing facilities to the provincial center under the nearest road; volume of transport is calculated by actual capacity of plant; lump-sump support right after completing its investment; support time of 5 years.

4. Where the project has no road, electrical system, water supply and sewerage and its fence, in additional the support as defined in above Section III.1, III.2, the project will also supported further 70% of its cost and total support is less than 5 billion dong/project for buiding and investing the above items (It could be set up a separate project).

* In addition to the support policies after direct investing projects (if considered by authorized offices whether the project is invested) projects are also entitled to preferential policies on land use fees, land rent charge, water surface rent charge; support in training of human resources; market expansion and application of science and technology in accordance with the current regulations of the State (State in Articles 5, 6, 7, 8, 9 of Decree No. 210/2013/ND-CP dated December 19, 2013 of the Government).
