On the morning of November 4, 2024, The delegation of the Committee for Foreign Non-Governmental Organization Affairs, led by Ms. Do Thi Kim Dung, Deputy Head of People's Aid Coordinating Committee - Vietnam Union of Friendship Organizations, had a working session with the leaders of Ca Mau Provincial People's Committee on the management, mobilization and use of foreign non-governmental aid activities (foreign NGOs) in Ca Mau province from 2023 to now. Mr. Le Van Su, Vice-Chairman of the Provincial People's Committee, received and worked with the delegation.

Currently, there are 26 foreign NGOs registered to operate in Ca Mau province. Of these, 14 organizations have implemented programs and projects for the province. In 2023, the Chairman of the People's Committee of Ca Mau province approved and received 12 non-refundable aid packages not included in official development assistance from foreign agencies, organizations and individuals, with a total capital of VND 25.63 billion. Of which, the aid commitment of NGOs is VND 21.46 billion.
From the beginning of 2024 to now, Ca Mau province has received 19 projects, with a total value of VND 72.914 billion, the committed funding value of foreign NGOs is VND 70.672 billion. The aids in the province has been deployed to support the construction of schools, houses, afforestation, congenital heart surgery for children with difficult economic circumstances, support for people affected by drought and salinity, clean water systems for schools, and construction of rural traffic bridges. The aids has been practically effective, contributing to social security goals and improving the lives of people in the project area.
Speaking at the meeting, Ms. Do Thi Kim Dung, Deputy Head of People's Aid Coordinating Committee - Vietnam Union of Friendship Organizations, highly appreciated the direction of the leaders of Ca Mau province on the activities of foreign NGOs in the province, especially the institutionalization of legal documents on the management of activities, mobilization, management and use of aid. In addition, many large-scale foreign NGOs are having programs and projects in the province, which will be an opportunity for the province to continue calling for investment and aid in issues in the priority areas of the locality. The working group will take note of the difficulties and problems of the locality and will provide guidance to resolve them. Regarding information sharing related to foreign NGOs, we hope that Ca Mau province will proactively exchange with central agencies such as the Ministry of Foreign Affairs, the Ministry of Public Security, and the Working Committee on Foreign NGOs; continue to support training to improve the capacity of staff working in people's diplomacy and mobilizing foreign non-governmental aids.

Mr. Le Van Su, Vice-Chairman of the Provincial People's Committee, emphasized: the working session received many instructions and shared useful information to help the province remove difficulties and obstacles in the process of implementing work related to the foreign NGOs. The provincial departments and branches supplemented the issues that the working delegation suggested to better perform the foreign NGO tasks of their agencies and units; establishing a mechanism for quick information sharing with the Ministry of Public Security will help localities have more information to quickly inspect foreign NGO delegations coming to Ca Mau to implement programs and projects.
After the working session, the delegation will survey the project sponsored by the Bread for the World Organization (Germany) in Khanh Tien commune, U Minh district.
