Thoi Binh district is North of Ca Mau province. The natural area is 636,39km2, equal 12,02% of the province’s natural area. The East borders Bac Lieu province, U Minh district to the West, Ca Mau city and Tran Van Thoi, Kien Giang province to the North and NorthEast.

Regarding names, Thoi Binh has called Thoi Binh Hamlet since Nguyen time, including 4 villages: Tan Thoi, Kien An, Cuu An and Tan Binh. During the French time, 4 small villages were merged into Thoi Binh Hamlet.
The administrative boundaries of the district is divided into 11 communities and 01 town. Including the communes of Bien Bach Dong, Bien Bach, Tan Bang, Tri Phai, Tri Luc, Tan Phu, Thoi Binh, Tan Loc Bac, Tan Loc, Tan Loc Dong, Ho Thi Ky and Thoi Binh town.
By 2019, the population has 34,923 households, with 135,892 people, accounting for 11,44% of the province’s population. In which, 68,589 are male and 67,303 are female; 130,970 Kinh people and 4,922 other ethnic people.

In urban areas there are 2,528 households, with 10,032 people. In rural areas there are 32,395 households, with 125,860 people.
The district has 03 ethnic groups: Kinh - Chinese - Khmer.
Thoi Binh district is located on National Highway 63, Southern Coastal Corridor road (Xuyen A road) and Can Tho - Ca Mau freeway and has many large river routes running across, convenient for traffic and economic - social development.
